On March, 16 the extraordinary parliamentary elections will take place in Serbia. Its results can affect the power policy of Europe very strongly. In particular realization of the project South Stream can slow down.

According to the polls the Serbian progressive party, which is headed by the First Deputy Chairman of the Government of Serbia Aleksandar Vucic, will poll highest. The representative of this party is also Minister of Energy Zorana Mihaylovich. Now the Head of the Government of Serbia is the Head of Socialist party of Serbia Ivitsa Dachich. Besides, a representative of socialists Dushan Bajatovich heads the state company Serbiagaz. Zorana Mihaylovich repeatedly acted with appeals to reform Serbiagaz and to replace the company management. If progressists win elections and Aleksandar Vucic heads the government Serbiagaz also will expect serious changes. The matter is that progressists aimed including of Serbia in EU. They actively promote changes in the Serbian legislation to bring it into accordance with the norms of European Union. In particular, they suggest realizing the well-known the Third Power Package, which provides division of the gas companies on marketing and gas-transport in Serbia. Progressists insist on division of Serbiagaz, which is engaged both in transportation and sale of blue fuel. But Serbiagaz is a partner of Gazprom in joint venture South Stream Serbia, which at the end of the last year started building of gas pipeline South Stream in the territory of Serbia. If division of Serbiagaz starts, the building of South Stream will slow down. And nobody knows when it starts. Thus Serbia will lose investments, which are so necessary for it.
Last year Gazprom’s deliveries to Europe and Turkey increased on 16 % and made 161.5 billion cubic meters. At the beginning of current year growth of purchases of the Russian gas was also observed. It is not a secret that the aim of building of South Stream is to bypass Ukraine, which repeatedly dared taking the Russian gas from transit volumes, intended for the European buyers. Ukraine now endures uneasy stage of development. The country is on the verge of a default and split. Everybody knows that the USA actively supports the Ukrainian opposition. In particular, Assistant to the US State Secretary Victoria Nuland in conversation with the American ambassador in Ukraine expressed unequivocal support to the head of the party Batkivshchina Arseny Yatsenyuk. Thus she, to put it mildly, half-heartedly responded about Vitaly Klichko and activity of the representatives of the European countries in Ukraine. In its turn, Germany more favored the leader of the party Udar Vitaly Klichko. There is nothing surprising in it, after all his career of professional boxer is connected with Germany. The firm representing his interests is registered in this very country; he pays taxes in Germany for many years. He even was awarded with the Cavalier Cross for services for Germany.
Extraordinary elections in Serbia and national disorders in Ukraine are closely connected among themselves. As soon as these countries began to approach with Russia westernized politicians became more active in them.
It is obvious that the USA will lose nothing, if EU receives less the Russian natural gas. And the largest buyers of the Russian gas: Germany, Italy, Great Britain and France should think it over. After all there will be nothing to replace deliveries from Russia. Own gas production in Europe steadily decreases. Recently deliveries of liquefied natural gas in EU essentially decreased, as its basic supplier Qatar sends the tankers to Asia, where gas costs more expensive. The main ally of the USA Great Britain can feel calm, as it receives gas on the gas pipelines, which are not in the territory of Ukraine. And Italy, Germany and France have something to worry about. Italy has already faced decrease in deliveries of gas from Libya as after aggression of armies of NATO this country was plunged into chaos, practically having fallen to pieces. Recently there was information that gangs of fighters from Libya and Mali concentrate on the borders of Algeria. And this country is a large supplier of gas to Italy and France. If also it plunges into chaos deliveries from Russia will be necessary to Europe more than ever. And if the new authorities of Ukraine and Serbia are guided by the USA this country will supervise a considerable part of deliveries of gas from Russia to Europe. As it is known, shareholders of a sea site of Southern Stream are: Gazprom, ENI (Italy), BASF (Germany) and EDF (France). It is obvious that the management of these countries should pay more steadfast attention to the today’s situation in Serbia and Ukraine.
