The National Energy Institute

The National Energy Institute is created for qualitative study and promotion of ideology of patriotism with reference to a domestic fuel and energy complex. We consider that entrails- are an irreplaceable resource, which should bring the maximum advantage to the majority of the population of the country, instead of narrow group of "the oligarchs". We are sure, that the state should play a key role in process of the entrails usage in Russia, as well as in overwhelming majority of the other countries, (for more details see the headings Parallels in history). However it does not mean that private business should be completely removed from the given sphere. The competition from the private extracting companies will not allow the state corporations to turn into ineffective monsters.

On the other hand, private business should not demonstrate its efficiency at the expense of future generation’s robbery. It is not a secret, that YUKOS and Sibneft were the most effective companies of Russia at the beginning of the XXI-st century. They showed brilliant financial results against the background of fast growth of extraction, but there was it at the expense of barbarous mining, when only the most available layers were developed, and the most part of oil remained in the earth. As a result of it, some deposits have been simply ruined (for more details see the headings "Ideology"). Now the state companies Rosneft and Gazprom have to investigate the results of their economic activities.

It is worth mentioning, that the owners of YUKOS and Sibneft pursued a policy of fast, injurious enrichment careless for tomorrow. They practically did not increase stocks of hydrocarbons, because they were not going to stay in Russia for a long time. The owners of these companies aspired to sell the assets, received dirt-cheap in the 1990th years, to the western corporations much more expensive. If they succeeded, we would forget about national sovereignty of Russia. Our country would be turned into a colony of the developed countries.

Thus we do not oppose foreign investments. They are certainly necessary. The question is on what conditions foreigners will come to our country. Let us give a simple example. The foreign investor, who has invested his own means in working out of an oil deposit in Peru, has the right to receive 19 % of the extracted oil, and 81 % falls to the state share. Notorious agreements on production share «Sakhalin — 1» and «Sakhalin — 2» operatein Russia. According to them foreign investors have the right to receive 90 % of the extracted raw materials, and the state is to receive 10 % only. But they can be received after compensation of the foreigners’ costs only. Therefore the operators of these projects constantly address to the Government of the Russian Federation with the requirement to increase a limit of their expenses.

Recently the authorities of our country gradually refuse extreme westernized liberalism and are more and more declined aside moderately conservative patriotic policy. There are judgments about inexpediency of transfer of the strategic enterprises to the hands of foreigners. First of all raw actives concern them. Let us remind that the government of the Great Britain has got in state property the controlling interest of British Petroleum in 1914, on the eve of the First World War. It was necessary to preserve power independence of the country in the military operations condition. The last state share holding of ВР was sold to private investors in 1986 only.

It is obvious, that it is expedient to involve foreign corporations for development Russian hi-tech processing manufactures. As for the entrails’ development, Russians can do it themselves. Foreigners should be admitted to this sphere only on the terms of younger partners and in exchange for their actives on the finished goods sale, located in the highly developed countries. In this case mutual benefit will take place.

However the developed countries (first of all the USA) are not interested in strong competitors. The other states interest them exclusively as the sources of raw materials and marketing outlets for their production. To achieve their own purposes they actively use power of the international political and economic organizations. If it does not help, military force is used. As Russia has huge territory with the big stocks of valuable resources, it is necessary for it to spend considerable means to protect its sovereignty.

Revival of Russia makes only the first steps. The country leaders start to pay more attention to increase the life standard of the citizens. The national projects are directed on it too. Heat-and-power engineering complex also has not stood aside. Particularly, Gazprom was engaged in scale gasification. Many call this initiative the fifth national project.

In the near future domestic corporations should carry out huge tasks — to master deposits of Eastern Siberia, peninsula Yamal, as well as the shelf of the Northern Seas. As a result of their realization the domestic heat-and-power engineering complex will change both with technological, and from the political point of view. After all, the Russian raw materials will go not only on the European market, but to the countries of Asian-Pacific region. It will give our country a chance to become the leader of world energy.
